Official Range Rules and Safety Regulations

1. Legal Authority and Compliance

This range operates under formal approval issued by the Saskatchewan Chief Firearms Officer pursuant to Section 29 of the Firearms Act. All persons using this range must comply with:

• The Firearms Act (Canada)
• The Criminal Code of Canada
• All applicable federal, provincial, and municipal laws
• Conditions of range approval issued by the Chief Firearms Officer
• All posted range rules and directives

These rules have full authority on range property.

2. Access Authorization

Access to the range is restricted to:

• Current members in good standing
• Approved guests under direct supervision of a member
• Individuals authorized by the Executive or Range Officer

All persons must have lawful authority to possess firearms, including a valid Possession and Acquisition Licence (PAL), where required.
Proof of membership must be carried at all times while on range property.
Unauthorized access is strictly prohibited.

3. General Safety Rules

The following fundamental firearms safety rules shall be obeyed at all times:

• All firearms shall be treated as loaded at all times.
• Firearms shall be pointed in a safe direction at all times.
• Fingers shall remain off the trigger until ready to fire.
• Shooters shall be certain of their target and backstop.

Violation of these rules constitutes serious misconduct.

4. Firearm Handling Requirements

The following conditions apply to all firearms on range property:

• Firearms shall remain unloaded except when on the firing line and authorized to fire
• Actions shall remain open when firearms are not in use
• Magazines shall be removed when firearms are not in use
• Firearms shall be pointed downrange at all times
• Handling firearms is strictly prohibited when any person is forward of the firing line.
• Firearms shall not be handled during a declared cease fire.

5. Firing Line Control

The firing line shall be under strict control at all times. When a cease fire is called, all shooters shall immediately:

• Stop firing
• Remove finger from trigger
• Engage safety
• Unload firearm
• Remove magazine
• Open action
  Place firearm on bench or rack
  Step back from firing line
• No person shall touch any firearm during a cease fire.

The firing line shall not resume operation until all persons have returned behind the firing line and the range has been declared active.

6. Approved Shooting Directions

All firearms shall be discharged only:

• From designated firing lines
• Toward approved targets
  Into approved backstops
• Discharging firearms in any direction other than approved firing zones is strictly prohibited.
• Cross-lane firing is prohibited.

7. Approved Targets

• Only approved targets may be used, including:
• Paper targets
• Cardboard targets
• Approved steel targets (where authorized)

The following are prohibited:

• Explosive targets
• Improvised targets
• Glass
• Garbage
• Appliances
• Hazardous materials
• Targets must be placed so that all projectiles impact approved backstops.

8. Alcohol, Drugs, and Impairment

Possession or use of alcohol or drugs is strictly prohibited on range property.
No person shall handle firearms while under the influence of:

• Alcohol
• Drugs
• Any substance causing impairment

Any person suspected of impairment shall be immediately removed from the range.

9. Supervision of Guests and Minors

• Members are fully responsible for guests.
• Guests must remain under direct supervision at all times.
• Minors must be under direct and immediate supervision of a responsible adult.
• Supervising members assume full responsibility for safety compliance.

10. Range Officer Authority

Any designated Range Officer or Executive Member has full authority to:

• Control range operations
  Issue commands
• Suspend shooting
• Remove individuals from the range
• Enforce all rules

All persons shall immediately comply with Range Officer instructions. Failure to comply may result in removal and disciplinary action.

11. Transport and Storage

• Firearms must be transported in accordance with Canadian law.
• Restricted and prohibited firearms must be transported in accordance with applicable regulations and authorizations.
• Firearms must be unloaded during transport.

12. Prohibited Conduct

The following conduct is strictly prohibited:

• Unsafe firearm handling
• Negligent discharge
• Reckless behavior
• Failure to follow commands
• Unauthorized use of the range
• Damage to range property
• Violation of federal firearms law
• Violations may result in permanent revocation of privileges.

13. Emergency Procedures

• In case of emergency:
• Cease fire immediately
• Make all firearms safe
• Call 911
• Provide clear location information
• Render assistance where safe to do so

14. Member Responsibility and Liability

• Members accept full responsibility for:
• Their conduct
  Guest conduct
• Compliance with all laws and rules
• Failure to comply may result in:
• Suspension
• Membership termination
• Legal action

15. Acceptance of Rules

Use of the Candle Lake Sportsman’s League range constitutes full acceptance of these rules.

These rules are enforceable at all times.
